Modern Philanthropy: the answer to public debt?

The US, with its historic antipathy towards government support, is sometimes presumed to contain the seeds of philanthropy, but in fact, a legal framework dates back to the days of English Queen Elizabeth I, whose 1601 Charity Act protecting philanthropic donations from fraud and misuse gave a legal framework to donating to the poor and worthy causes.
