He's known as a law-and-order mayor of the Southeast Asian country's second-largest city Davao, where some believe he has even tolerated extrajudicial killings to clean up the town during his reign of 22 years. So voters who want a safer country naturally like him, a reason the outsider to national politics leads in opinion polls with 33% support before the Monday election.
